habari mara baada ya kutawazwa ndani ya Kanisa la Anglikana la Minara
Miwili Mjini Unguja, Jaji Ramadhan amesema vitendo vya hujuma
vinavyofanywa dhidi ya viongozi wa dini na Serikali ni kinyume na
utamaduni wa Zanzibar.
Aliapishwa jana kuwa mchungaji wa Kanisa la Anglikana, Zanzibar.
Zanzibar. Jaji Mkuu Mstaafu, Augustino Ramadhani ametawazwa kuwa Mchungaji wa
Kanisa la Anglikana Dayosisi ya Zanzibar na kusema ameshangazwa na mashambulizi
ya tindikali dhidi ya viongozi wa dini Visiwani humo.
Akizungumza na waaandishi wa habari mara baada ya kutawazwa ndani ya
Kanisa la Anglikana la Minara Miwili Mjini Unguja, Jaji Ramadhan amesema
vitendo vya hujuma vinavyofanywa dhidi ya viongozi wa dini na Serikali ni
kinyume na utamaduni wa Zanzibar.
Alisema Wakristo na Waislamu Zanzibar kwa miaka mingi wamekuwa wakiishi
kama ndugu bila ya kubaguana kwa sababu za itikadi ya dini licha ya Waislamu
kuwa asilimia 95.
Hata hivyo, alikumbusha kuwa wakristo wana mchango katika harakati za
ukombozi wa Zanzibar, ambapo idadi kubwa ya waumini wake walianzisha Chama cha
African Association mwaka 1935, ambapo rais wake wa kwanza alikuwa hayati, Mzee
Augustino Ramadhan na baadaye akafuata hayati Mzee Abeid Amani Karume.
“Vitendo vya watu kumwagiwa tindikali vinanishangaza, sababu halisi
siifahamu, najiuliza haya yametokea wapi, siyo jambo jema wala siyo sifa ya
Zanzibar tokea enzi na enzi,” alisema.
Alisema wakati umefika na kuwataka viongozi kuwa mstari wa mbele kukemea
matukio ya hujuma za tindikali na uhalifu mwingine ikiwemo mashambulizi ya
kutumia silaha za moto na watu kupotezewa maisha.
Jaji Augustino amewahi kuwa Jaji Mkuu wa Zanzibar na Tanzania, Brigedia
Jenerali wa JWTZ pia amewahi kuwa Jaji wa Mahakama ya Rufani Tanzania na
Mahakama ya Afrika Mashariki, ambapo amesema kazi ya sheria hazitofautiani na
kazi za kiroho kwa vile zote zinahitaji utende haki na kutimiza wajibu upasavyo.
Kwa upande wake Askofu Philip Baji wa Chuo Kikuu cha Mtakatifu John cha Dodoma,
alisema huu ni wakati mwafaka kwa Serikali kuwalinda viongozi wa dini bila ya
kujali tofauti ya madhehebu yao kutokana na kukithiri kwa vitendo vya hujuma.

844,938 waliofanya mtihani wa darasa la saba Septemba 11 na 12, 20013,
ambapo 427,609 walifaulu kwa kupata alama A na C, ambayo ni sawa na
asilimia 50.61 ya ufaulu.
Dar es Salaam. Serikali imetangaza idadi ya wanafunzi waliochaguliwa kujiunga kidato
cha kwanza mwakani, huku 16,482 wakishindwa kuchaguliwa kutokana na uhaba wa
madarasa.
Wanafunzi hao ni kati ya 844,938 waliofanya mtihani wa darasa la saba
Septemba 11 na 12, 20013, ambapo 427,609 walifaulu kwa kupata alama A na C,
ambayo ni sawa na asilimia 50.61 ya ufaulu ikiwa ni ongezeko la asilimia 19
ikilinganishwa na matokeo ya mwaka jana.
Akitangaza matokeo hayo jijini Dar es Salaam jana, Katibu Mkuu wa Ofisi
ya Waziri Mkuu, Tawala za Mikoa na Serikali za Mitaa (Tamisemi), Jumanne Sagini
alisema jumla ya wanafunzi 867,983 walisajiliwa kufanya mtihani huo, lakini
wanafunzi 23,045 hawakufanya kutokana na utoro, vifo na ugonjwa.
Alisema kuwa kutokana na ongezeko la fursa ya utoaji wa elimu ya
sekondari nchini, wanafunzi 411,127 kati ya 427,609 waliofaulu mtihani
wamechaguliwa kujiunga na kidato cha kwanza katika shule za serikali awamu ya
kwanza huku zaidi ya 16,000 wakikosa kuchaguliwa kutokana na uhaba wa vyumba
vya madarasa 412.
“Idadi hiyo ni sawa na asilimia 96.15 ya wanafunzi waliofaulu mtihani.
Kati ya wanafunzi hao wasichana ni 201,021 sawa na asilimia 95.9 na wavulana ni
210,106 sawa na asilimia 96.3,” alisema Sagini na kuongeza kuwa:
“Ninaziagiza Halmashauri zilizobaki katika awamu ya kwanza ya uchaguzi
kukamilisha ujenzi wa vyumba vya madarasa ili kuwawezesha wanafunzi kujiunga na
kidato cha kwanza ifikapo Machi 2013.”
Katibu Mkuu huyo aliongeza kuwa ikilinganishwa na matokeo ya mwaka jana,
idadi ya wanafunzi waliochaguliwa kuingia kidato cha kwanza imeongozeka kwa
asilimia 31.37.
Alisema kuwa mtihani huo ambao ulifanyika Septemba 11 na 12, mwaka huu,
ulisahihishwa kwa kutumia teknolojia ya kompyuta ‘Optical Mark Reader (OMR)’.
“Mwanafunzi aliyepata alama ya juu kabisa kwa upande wa wavulana alipata
244 kati ya 250 huku msichana akipata 241. Mwaka 2012 alama ya juu ilikuwa
237,” alisema.
Akizungumzia vitendo vya udanganyifu kwenye mtihani huo, Sagini
alibainisha kuwa wanafunzi 13 wamefutiwa matokeo yao, ambayo ni idadi ndogo
ikilinganishwa na watahiniwa 219 waliofutiwa matokeo mwaka 2012.
“Napenda kutoa wito kwa walimu, wazazi na jamii kwa ujumla kujiepusha na
vitendo vya udanganyifu kwani vinatoa taswira mbaya kwa taifa na kuwafanya
watoto wetu wawe tegemezi zaidi kuliko kujituma na kujibidiisha katika masomo,”
alisema.
Hata hivyo, Katibu Mkuu huyo hakutaja viwango vya ufaulu kwa kila somo
kama ambavyo imezoeleka katika mitihani iliyotangulia wala mkoa uliofanya
vizuri au vibaya. Matokeo ya mwaka huu yanaonyesha kuwa idadi ya wanafunzi
walioshindwa kufanya mtihani imepungua kwa wanafunzi zaidi ya 6,000
ikilinganishwa na 29,012 ambao hawakufanya mtihani huo mwaka jana.
Huku idadi ya wasichana na wavulana walioshindwa kufanya mtihani
ikipungua kutoka wasichana 12,501 mwaka jana hadi 9,781 mwaka huu na wavulana
16,511 hadi 13,264.
Matokeo hayo yameshindwa kufikiwa kwa malengo ya mpango wa Serikali wa
Matokeo Makubwa Sasa (BRN) ambao uliwataka walimu kuhakikisha kuwa wanapandisha
kiwango cha ufaulu hadi kufikia asilimia 60.
Akizungumza wakati wa ufunguzi wa mkutano wa BRN kwenye sekta ya elimu
jijini Dar es Salaam, Agosti mwaka huu, Waziri wa Elimu na Mafunzo ya Ufundi,
Dk Shukuru Kawambwa, alisema kuwa kiwango hicho cha ufaulu kilitakiwa kuanza
kutumika mwaka huu. Aliwapongeza walimu, walimu wakuu, kamati za shule,
waratibu wa Elimu Kata, Viongozi wa Halmashauri na wadau wote wa elimu ambao
wanasimamia na kuendesha utoaji wa elimu nchini.
Akisoma hotuba ya Wizara ya Elimu na Mafunzo ya Ufundi, bungeni Dodoma
mwaka huu, Dk Kawambwa alisema kuwa serikali itafanya ufuatialiaji wa namna ya
uendeshaji wa mitihani ya darasa la nne, mtihani wa kumaliza elimu ya msingi.
Mitihani mingine aliitaja kuwa ni wa ufundi stadi katika Halmashauri
tisa ambazo ni Temeke, Ilala, Kinondoni, Morogoro Mjini, Morogoro Vijijini,
Kibaha Mjini, Kibaha Vijijini, Bagamoyo na Kisarawe, ili kubaini wanafunzi
wenye matatizo katika ujifunzaji.

Jairo alisimamishwa kazi kutokana na
tuhuma za kuchangisha fedha kinyume cha sheria kwa lengo la kusaidia mchakato
wa kupitisha Bajeti ya Wizara ya Nishati na Madini, katika mwaka wa Fedha
2011/2012 .

Serikali imewasafisha aliyekuwa Katibu Mkuu Wizara ya Afya na Ustawi wa
Jamii, Blandina Nyoni na aliyekuwa Katibu Mkuu wa Wizara ya Nishati na Madini,
David Jairo huku ikimpandisha cheo aliyekuwa Mganga Mkuu wa Serikali Deo
Mtasiwa.
Nyoni alisimamishwa kazi pamoja na aliyekuwa Mganga Mkuu wa Serikali, Dk
Deo Mtasiwa na wote kwa pamoja walikuwa na tuhuma za kutumia vibaya
madaraka yao wakiwa watumishi wa umma.
Jairo kwa upande wake alisimamishwa kazi kutokana na kuchangisha fedha
kinyume cha sheria kwa lengo la kusaidia mchakato wa kupitisha bajeti ya wizara
yake, katika mwaka wa fedha 2011/2012 na sasa ameondolewa kwenye utumishi wa
umma, huku Bunge likiwa bado halijapata taarifa ya utekelezaji wa maazimio
yanayomuhusu.
Uchunguzi wa gazeti hili umebaini kuwa Nyoni kwa sasa amerejea kwa
mwajiri wake wa awali, Mamlaka ya Mapato Tanzania (TRA), akishikilia nafasi ya
mmoja wa wakuu wa idara, huku Dk Mtasiwa akiwa ameteuliwa kuwa Naibu Katibu
Mkuu, katika Ofisi ya Waziri Mkuu, Tawala za Mikoa Serikali za Mitaa
(Tamisemi).
Katibu Mkuu Kiongozi
Katibu Mkuu Kiongozi, Balozi Ombeni Sefue amelithibitishia gazeti
hili kuhusu watumishi hao na kwamba taratibu zimefuatwa.
“Mimi ninachojua ni kwamba Blandina alikuwa mwajiriwa wa TRA na mkataba
wake ulikuwa haujaisha… Siyo kwamba alikuwa na mikataba miwili, kwenye utumishi
wa umma huwa kuna utaratibu wa kuazima watumishi wa umma.
Ndiyo maana unaweza kukuta mwanajeshi anatolewa jeshini na kupelekwa
uraiani au mtumishi kutoka idara moja kwenda nyingine. Kwa upande wetu sisi
tulishamwondoa kwenye ukatibu mkuu na kule TRA hakuwa na tatizo,” alisema
Balozi Sefue.
Kuhusu Dk Mtasiwa alisema: Uteuzi wa Dk Mtasiwa ulikuwa wazi na hata
alipoapishwa mambo yote yalitangazwa hadharani.” Aliendelea kufafanua kuhusu
Jairo akisema: “Jairo alishaondolewa kwenye ukatibu mkuu, siyo mtumishi tena wa
umma.” Naye Mkurugenzi wa Huduma na Elimu kwa Mlipa Kodi wa TRA, Richard
Kayombo alimtetea Nyoni akisema kuwa amerudi kwenye ajira yake ya awali.
“Siyo kwamba ameajiriwa TRA, amerudi tu kwenye ajira yake ya zamani,
alikuwa akifanya kazi hapa akaazimwa na sasa amerudi,” alisema Kayombo na
kuongeza: “Kwani amefanya kosa gani? Kuna mashtaka yoyote aliyofanya unaweza
kuyathibitisha?”
Kauli hiyo iliungwa mkono na Mwenyekiti wa Bodi ya TRA, Bernard Mchomvu
ambaye alisema Nyoni alishasafishwa na Serikali ndiyo maana wamempokea. “Yule
aliazimwa tu na Serikali…Sasa kama Serikali imesham-clear sisi tutamkataaje?”
alihoji na kuongeza:
“Kwa sababu sikumwomba huyo mtu, nimeambiwa kwamba huyo yuko safi mimi
nifanyeje? Unajua watu wanafurahia wengine wakipata matatizo, hata kama mtu
ameua, basi walete ushahidi. Hata unaposema nchi imejaa rushwa, ulete ushahidi…
kama Serikali imeshamsafisha, ningemkataa ningekuwa mtu wa ajabu.”
Jitihada za kumpata Nyoni
kupitia simu yake ya mkononi hazikuzaa matunda, baada ya simu yake kupokelewa
na sauti ya kiume iliyosema kuwa namba imekosewa.Hata alipotafutwa kwa namba nyingine, simu ilipokelewa na mwanamke aliyejitambulisha kama mfanyakazi wa Wizara ya Afya na kwamba namba hiyo kwa sasa haitumii tena. Alipotafutwa kwa njia ya simu, Katibu wa Bunge Dk Thomas Kashilillah, alisema suala hilo aulizwe msemaji wa Serikali juu ya Bunge.
“Ongea na msemaji wa Serikali juu ya mambo ya Bunge,” alijibu kwa njia ya ujumbe wa simu.
Lukuvi
Naye Waziri wa Nchi katika Ofisi ya Waziri Mkuu, Sera na Uratibu wa Bunge, William Lukuvi alisema kuwa hawezi kuzungumzia suala hilo kwa kuwa hayuko ofisini.
“Niko ‘airport’ nasafiri kwenda South Africa, msinipigie simu, siko ofisini hadi mwezi ujao (Januari),” alisema Lukuvi na kukata simu yake.
Awali alipoulizwa kwa njia ya simu baada ya mwandishi kuelezea suala hilo alisema ana kazi nyingi na kwamba apigiwe baadaye.
Makani azungumza
Mwenye wa Kamati Teule ya Bunge iliyochunguza tuhuma hizo, Ramo Makani, ambaye pia ni Mbunge wa Tunduru Kaskazini, akizungumza na gazeti hili kuwa: “Ni kweli mimi nilikuwa Mwenyekiti wa Kamati ya Bunge iliyochunguza suala hilo, kwa utaratibu kamati kama hiyo huundwa kwa kanuni za Bunge kwa kupewa majukumu maalumu… Kama mbunge tu ningefurahi kusikia taarifa ya Serikali bungeni baada ya kupata taarifa ya Bunge,” alisema Makani na kuongeza:
“Serikali iliahidi kuleta taarifa bungeni ya utekelezaji wa maagizo ya Bunge. Mimi sikumbuki kama taarifa hiyo imeshasomwa bungeni, labda wewe mwenzangu umebahatika kuisikia. Kwa hiyo bado tunasubiri… Kama Serikali imechukua hatua, mimi sijui.”
Tuhuma za Nyoni
Nyoni alituhumiwa kutenda makosa saba ambayo yaliainishwa wakati wa mgomo wa madaktari ulioanza Januari mwaka jana, hali iliyomlazimisha Waziri Mkuu Mizengo Pinda, kutangaza kumsimamisha kazi ili uchunguzi uweze kufanyika.
Baadhi ya tuhuma zilizokuwa zikimkabili ni pamoja na kujilipa mshahara wa ziada kupitia Mradi wa Taifa wa Kudhibiti Ukimwi (NACP) nje ya mshahara aliokuwa akilipwa na Serikali, kutengua utaratibu rasmi wa kila Idara ya Wizara ya Afya kuwa na ofisa ununuzi wake kwa kujiweka yeye mwenyewe.
Tuhuma nyingine zilikuwa kulazimisha Wizara ya Afya kununua sare za madereva, suti za sikukuu (Sabasaba na Nanenane) na maua kutoka Mariedo bila kushindanisha na muuzaji mwingine kinyume na kanuni za ununuzi.
Katika mikutano yote inayofanyika wizarani, alikuwa akilazimisha Kampuni ya Kaliula Catering Services kupewa zabuni ya kutoa huduma ya chakula kwa washiriki tangu alipotua wizarani kama Katibu Mkuu.
Sakata la Jairo
Hatua ya kumwondoa Jairo katika utumishi wa umma nayo imefanyika kimyakimya kwani Serikali hadi sasa haijawasilisha bungeni majibu ya maazimio ya Bunge kuhusu sakata hilo ambalo pia liliwagusa watumishi wengine wa Wizara ya Nishati na Madini. Maazimio hayo ni yale yaliyotokana na matokeo ya uchunguzi wa Kamati Teule ya Bunge iliyoongozwa na Makani na kubainisha kuwapo kwa makosa ya kiutumishi na kijinai ambayo yangewafikisha baadhi ya watumishi hao katika vyombo vya sheria.
Mbali na Jairo, kamati hiyo ilipendekeza kuwajibishwa aliyekuwa Waziri wa Nishati na Madini, William Ngeleja; Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali (CAG), Ludovick Utouh na aliyekuwa Katibu Mkuu Kiongozi, Philemon Luhanjo.
Hata hivyo, ni Jairo pekee kati ya hao aliyewajibishwa kwa kusimamishwa kazi na baadaye kuondolewa katika wadhifa wake. Luhanjo alistaafu utumishi wa umma bila kuchukuliwa hatua zozote wakati Utouh anaendelea na wadhifa wake.
Pia katika taarifa yake, Kamati Teule ilisema utaratibu wa uchangishaji wa fedha Sh418.081 milioni uliofanyika katika Wizara ya Nishati na Madini haukuwa na uhalali kwa mujibu wa Katiba, Sheria na Kanuni za Fedha za Umma.
Pamoja na mambo mengine, Bunge liliazimia kwamba ufanyike ukaguzi wa kiuchunguzi (forensic audit) kwa matumizi ya Sh214 milioni, ambazo kati ya hizo Sh126 milioni Kamati Teule ilikataa maelezo ya matumizi yake na Sh88 milioni ni zile zinaotajwa kwamba zilitumika katika kugharimia semina kwa wabunge.
Azimio jingine ni lile lililoitaka Serikali iviagize vyombo vya dola kufanya uchunguzi kuhusu tuhuma za kughushi na ubadhirifu zilizoelezwa ili hatua za kisheria ziweze kuchukuliwa kama ilivyoelekezwa.
Baada ya kufikiwa kwa maazimio hayo, Serikali kupitia kwa aliyekuwa Waziri wa Nchi, Ofisi ya Rais (Utawala Bora), Mathias Chikawe iliahidi kuyafanyia kazi na kuwasilisha majibu bungeni.
“Kwa sababu ya ukubwa na uzito wa taarifa hii, ni vigumu kuitolea majibu yote hapa hapa, ninachoweza kufanya ni kuipokea pia tutakapokuja katika Mkutano wa Sita, tunatarajia kuleta majibu ya hoja zilizomo kwenye taarifa hii,” alisema Chakawe ambaye sasa ni Waziri wa Katiba na Sheria.
Human rights violations still rampant in Bunda

Women harassment in Bunda district, Mara region has continued to
be an acceptable culture despite efforts deployed by human rights activists,
the government and the international community.
This kind of
women or children harassment is not a new thing whereas people are practicing
it and viewing it as normal and acceptable style of living that they have to
carry out in their daily life.
That is not
enough, indigenous of that area have automatically passed it to be part of
life.
A survey
conducted between November and December this year by The
Guardian in collaboration with Tanzania Media Women’s Association (TAMWA) and
The United Nations Population Fund (UNFPA) in Bunda’s three wards of
Mihingo, Kunzugu and Hunyari has revealed that Gender Based
Violence (GVB) is still a big problem.
Over 83
cases of women and children battering were reported at Bunda police station,
whereby out of the reported cases, only one case was taken to court at the
duration of two years. The number of cases reported is very low compared to the
situation on the ground.
Authorities
in the district from local governments to district level, police and activists
have virtually surrendered admitting that the war to end women battering and
other kinds of harassments is a total failure.
Some women
believe that being beaten or harassed is part and parcel of life.
Interestingly, when a girl is married she is normally informed that she will
have to take it easy when she is married because she will surely be beaten by
her husband.
Children are
also facing beatings especially when their parents are not in good terms. These
children end up in being street children and denied of the right to education.
Shida Simon
who is a resident of Mihingo has been in wedlock for nine years now with
her husband. She said that since 2005 to now has experienced
harassment by her spouse.
Shida
added that from that day onwards harassments began whereby her properties that
she had obtained from small businesses that she was doing was taken away by the
man.
“I was
selling cassava. My husband knew that I had money with me and therefore wanted
me to give him all the money. When I refused she started beating me,” she said.
“When I
could not tolerate any more, I decided to run away to my father. That is where
my husband (Kabalana) came and started insulting my father, speaking abusive
language against my father,” she narrated.
She
continued narrating that it is when her spouse entered into his father
in-law’s house and took her out by force demanding that she ran away with
his money while it was not true.
Shida added
that last year she grew cotton but all the money (200,000) accrued from
the selling of cotton was confiscated by his spouse.
They have
always been reconciliated by family members from either side but to no avail.
Reconciliation
is one of the factors that put many women at risk. This is because family
members resolve matters related to harassments instead of taking them to law
bodies which could give harassing men a bigger punishment.
Until
November 29 this year she was sustaining injuries after she was severely beaten
by her husband. The case was in the court at Nyamuswa primary court. Shida was
demanding divorce.
She added
that in the beginning when quarrels in the family began, she went to Mugeta
police station asking that her husband be arrested but the police did not
give her good cooperation.
Kabalana
was therefore not arrested. This gives many men in the district a leeway to
harassing women, according to Shida.
Children is
another group is facing harassment. Ghati Kibhokora a grandmother
at Mihingo went at Mihingo police station with her grandson who had been beaten
by his father Seleman Nyange.
She
asked the police to go and arrest the son’s father. Unfortunately the police
did not assist the grandmother.
District
Community Development Officer (DCDO) Caroline Wanzagi admitted that there is
much GBV in that district going on but said many of the cases were being solved
at family level.
Wanzagi said
that last year three women were beaten to death including one who dragged was
by a car because of her husband’s jealousy.
When
quarrels take place in the family between father and mother, children also
become victims. As a result children decide to ran away from their homes.
Although the
number of street children is increasing every year, the district lacks a center
to keep them, something that leads children to ran to DCD offices for
assistance.
Wanzagi said
that there are many NGOs which have registered to assist fighting against GBV,
but have fails to bring changes. They have decided stay silent get funds
from donors for the work.
Corporal
Rita Charles from Gender and Children desk at Bunda police station admitted
that there is a presence of gender violence, whereas over 83 cases on
women harassment were reported in her office although the number is too low
compare to the actual number of cases taking place in the area.
The war
against GBV is very difficult because so many cases are being solved at family
level while others are not taken to police or courts while others lack
evidence. This is because many victims withdraw from their cases.

Charles however added that about 25 cases only from the gender desk were taken
to court in the duration of two years out of 83 cases that were reported,
Victims withdrawn from cases due to reasons of forgiving each other and others
failing to attend in the court hearing.
Bunda
district court magistrate Saidi Kassonso who reported at that court on July
this year said he has experienced only one case of couples who fought and the
husband beat a wife and broke the jaw and the wife cut husband’s fingers.
Kassonso
admitted that many of GBV cases are not reaching court because people of Bunda
lack the culture of taking their cases before the law bodies for further
judgments but they are solving their disputes at family level and in a
traditional way.
TAMWA
Executive Director, Valarie Msoka said the effects of violence on a victim’s
health are severe. In addition to the immediate injuries from the assault,
battered women may suffer from chronic pain, gastrointestinal disorders,
psychosomatic symptoms, and eating problems.
She said
that although psychological abuse is often considered less severe than
physical violence, health care providers and advocates around the world are
increasingly recognizing devastating mental health effects of domestic
violence, including anxiety, post-traumatic stress disorder, and
depression.
Women who
are abused suffer an increased risk of unplanned or early pregnancies and
sexually transmitted diseases, including HIV/AIDS.
As
trauma victims, they are also at an increased risk of substance abuse. Women
are particularly vulnerable to attacks when pregnant, and thus may more often
experience medical difficulties in their pregnancies.
As the World
Health Organization notes, domestic violence also has significant indirect
costs for society.
Domestic
violence can be fatal; women are both intentionally murdered by their partners
and lose their life as a result of injuries inflicted by them.

Dar es Salaam. Electricity consumers will mark New Year with a heavy burden of meeting
energy costs in the wake of a steep increase in power tariffs announced
yesterday by Energy and Water Utilities Regulatory Authority (Ewura).
Ewura Director of Economic Regulation Felix Ngamlagosi, said yesterday
that tariffs had been increased by an average of 40 per cent for domestic
users, and the new rates would come into effect on January 1, 2014.
This means that domestic consumers – those who use up to 75 units of
electricity per month – will now pay Sh100 per unit, up from Sh60. Initially,
this group had those who used less than 50 units.
Those who consume anything above 75 units but who are within the
domestic consumption category will pay Sh350 for a unit, Sh77 more than the
previous rate.
According to Mr Ngamlagosi, the new rates for all categories of
electricity consumers will last for three years. This means that Tanzania
Electric Supply Company (Tanesco) will only be allowed to ask for another
tariff increase after December 31, 2016. In line with the new tariffs, power users
in the T-1 category, who used to pay Sh221 for every unit of electricity they
consume, will now pay Sh306 per unit (38.46 per cent or Sh85 more. The T-1
segment is applicable to groups of customers who use power for general
purposes, including residential, small commercial and light industrial use,
public lighting and billboards. This is the group to which the majority of
electricity consumers in the country belong.
Similarly, consumers who fall under T-2 will, starting next month, pay
Sh205 for every unit of electricity they consume, up from Sh132.
T-2 is applicable for general use where power is metered at 400V and
average consumption is more than 7,500kWh per meter reading period and demand
doesn’t exceed 500KVA per meter reading period.
According to the rates approved by Ewura yesterday, consumers in the T-3
category will from next month be paying Sh45 more to buy a single unit of
electricity. Their new rate will be Sh163. Before the new rates, they were
paying Sh118 for a unit. T-3 refers to consumers within the general use
category where power is metered at a high voltage line of 11KV and above.
In the same vein, those categorized under T-3 HV will have to pay Sh159
instead of Sh106 per unit (an increase of Sh53).
“This order shall come into force on January 1, 2014…The approved
tariffs imply an average increase of Sh39.19 per cent compared to the current
tariffs,” reads part of the Ewura statement.
“The approved tariffs and charges shall remain in force until
December 31, 2016 unless results of cost of services study that will be
undertaken in 2015 will recommend new tariffs,” the statement further says.
Ewura further said that the new rates were determined by the new formula
for fixing power tariffs which was adopted from the 2012 cost of service study
performed by an independent consultant, AF-MERCADOS which takes into account
sustainability of electricity services in the country.
The new tariffs fixed by the regulator are in response to applications
filled by the Tanzania Electric Supply Company (Tanesco), in October this year
requesting Ewura to hike power tariff at 67.87 per cent effective from October
2013, 12.27 per cent effective from January 2014 and another increase of 9.17
per cent effective from January 2015.
Moreover, Ewura director of electricity business, Mr Anastas Mbawala,
said that in imposing such power rates, the regulator had also imposed 10 terms
of reference for Tanesco, one being the power utility parastatal to submit to
the authority a monthly report on actual generation and planned generation of
electricity and second to ensure that the projects are implemented in line with
the Power System Master Plan.
Other terms of reference include; submission of quarterly reports on the
supply and reliability of data of 11kv, 33kv, 132kv and 220kv by region for
verification including total number of customer interruptions and total
customers served, submission of demand side management, revenue management,
reducing technical and non-technical revenue losses, fighting illegal
connections and electricity theft and submission of report of installation of
LUKU metres and Automatic Meter Readers.
Other terms are submission of quarterly reports on collection of revenue
from debtors, enhanced customers education of their rights, submission of
application of tariff adjustments in line with changes in fuel cost, inflation
and currency fluctuations, providing the regulator with information on business
performance and submission of implementation plan of this order before 31st
March 2014.
Commenting on the hiked power tariffs, the president of the Tanzania
Chamber of Commerce, Industry and Agriculture (TCCIA), Mr Peter Chisawilo, said
that members of the business community were set to meet to discuss the matter
so that they decide on how to move forward.
Mr Chisawilo said that it was imperative for members of the business
community to know the impact of the hiked power tariffs on the competitive
strength of commodities produced in the country in the East African market.
“We will definitely meet to discuss the implications of the new power
tariffs on the business performance in our country in relation to our
counterparts under the East African Community,” he said.

hao, watatu walikufa hapo hapo na mmoja akiwa njiani kupelekwa hospitali ya

kupoteza maisha na majeruhi saba ambao walilazwa katika hospitali ya Wilaya ya
Kiteto,” alisema.

Kiteto na Naibu Waziri wa Mifugo na Maendeleo ya Uvuvi, Benedict Ole-Nangoro

jamii ya wafugaji wa Kimasai waliwavamia wakulima wakiwa katika vibanda vyao

hivyo, alieleza kushangazwa na serikali kufumbia macho mgogoro huo ambao
kimsingi ni wa miaka mingi.
“Wafugaji
wa jamii ya Kimasai wamekuwa wakiwaua wakulima mara kwa mara na wala suala hili
si geni, viongozi wa ngazi ya juu wamekuwa wakiambiwa masuala haya, lakini
kinachoshangaza ni kuona ukimya wa viongozi,” alisema.
Mbali na
hilo, alimshambulia mbunge wa Kiteto, Ole-Nangoro kuwa ni kati ya viongozi wanaochochea
chuki na kukuza ukabila katika Wilaya ya Kiteto.
Hivi
karibuni, Ndugai alifanya mkutano na wakulima katika mji mdogo wa Kibaigwa,
wilayani Kongwa na kuwaeleza kuwa Wilaya ya Kiteto kwa sasa imechafuka kutokana

Diwani wa Nyanungu, wilayani Tarime Mkoa wa Mara,
Samson Mang’enyi alisema operesheni hiyo ilifanywa kwa uonevu na kuwaathiri
wananchi wanaoishi pembezoni mwa Hifadhi ya Serengeti.
Mang’enyi alidai kuwa askari wa wanyama pori
wamekuwa wakiwapiga risasi raia na mifugo na kwamba wakati mwingine wamekuwa
wakiwafanyia vitendo vya kinyama kina mama na watoto ambao walikuwa wakiingia
katika Bonde la Nyanungu kuokota kuni.
“Miaka yote hapa kijijini tulikuwa tunategemea
Bonde la Nyanungu katika kulishia mifugo yetu, kulima na kina mama na watoto
kuokota kuni, lakini baada ya kutangazwa Operesheni Tokomeza, kwa kweli hii
nchi haina ubinadamu kwa baadhi ya watu,” alisema diwani huyo.
Mkazi mwingine wa kata hiyo, Caro Chacha alisema
afya yake kwa sasa inazidi kuzorota baada ya kuchapwa viboko visivyo na idadi
na baadhi ya askari wanyama pori wa Hifadhi ya Serengeti (Senapa) alipokuwa
akiokota kuni katika Bonde la Nyanungu.
“Kwa kweli kipigo nilichokipata sitakisahau katika
maisha yangu. Nilikuwa nanyonyesha lakini nilishindwa hata kunyonyesha mtoto,
hata namna ya kujisaidia haja ndogo nilishindwa. Ila Mungu ni mkubwa,” alisema
na kuongeza:
“Askari hao walifikia hatua na kutuvua nguo zote,
tukabakia uchi wa mnyama kama tulivyozaliwa, jamani inauma sana kwani pale
walikuwapo watoto, walitufanyia vitendo vya ajabu sana. Walitaka hata kutubaka
ila walishindwa baada ya kuona tumeishiwa nguvu kwa mateso ya muda mrefu.”
Ruvuma
Mkoani Ruvuma, wananchi wamekuwa na maoni
yanayokinzana, baadhi wamepongeza uamuzi wa Bunge na baadaye Serikali, wakati
wengine wameeleza kusikitishwa.
Mkazi wa Tunduru, Ajiri Omary Kalolo alisema anaunga
mkono uamuzi wa mawaziri kuondolewa madarakani akisema naye ni mmoja wa watu
walioteswa na askari waliohusika na Operesheni Tokomeza Ujangili.
Kalolo alisema mbali na mateso aliyopata, aliwekwa
mahabusu, kunyang’anywa fedha na kushinda njaa.
“Ninaunga mkono kung’olewa mawaziri wenye dhamana.
Hili ni funzo, kwani nchi ingekufumbua macho tatizo hili tungeweza kufika
pabaya zaidi ingawa najua wapo askari ambao wametesa wananchi kwa matakwa yao
na hawakutumwa kufanya hivyo, tunaiomba Serikali iwachukulie hatua zaidi,”
alisema.
Mwenyekiti wa Chama cha Waandishi wa Habari Mkoa
wa Ruvuma, Andrew Kuchonjoma ambaye pia alikamatwa na kuwekwa mahabusu kwa siku
tatu kwa kosa la kukutwa na mbao, alielezea kusikitishwa kwake na
kung’olewa kwa mawaziri kwa makosa yaliyofanywa na watendaji waliopo chini yao.
Alisema hatua ya mawaziri kung’oka haitoshi

Morogoro, baadhi ya wananchi wameeleza kufurahishwa kwao na uamuzi wa Serikali
wa kuwawajibisha mawaziri hao wakisema operesheni hiyo ilisababisha vifo vya
watu na wanyama na kwamba hata walipolalamika hawakusikilizwa.
Mmoja wa watu aliyedai kwamba ndugu zake waliuawa
katika operesheni hiyo, Hamis Kewala alisema suala la kumalizika kwa ujangili
linahitaji umakini kwani wahusika walio wengi wamekuwa wakitumia mbinu mpya

yanaanzia bungeni,” alisema na kuongeza:
“Kusubiri
hadi upate shinikizo la Bunge wakati una uwezo wa kuwaondoa watu wako mapema
haipendezi sana… haya nayaona awamu ya Kikwete.”

huyo alimpongeza Katibu Mkuu wa CCM, Abdulrahman Kinana kwa kufanya kazi ya
kutathmini utendaji wa Serikali akisema hajawahi kupatikana katibu mkuu wa aina
yake tangu 1995.

Watumishi
866 wa serikali wamechukuliwa hatua za kinidhamu na kisheria kwa ubadhirifu wa
fedha katika halmashauri mbalimbali nchini.
Kauli
hiyo ilitolewa jana bungeni na Waziri Mkuu, Mizengo Pinda alipokuwa akisoma
hotuba ya kuahirisha shughuli za Mkutano wa 14 wa Bunge lililofanyika mjini
hapa.
Pinda
alisema watumishi waliohusika na ubadhirifu wa mali na fedha za Umma
wamechukuliwa hatua mbalimbali zikiwemo kusimamishwa kazi, kushushwa vyeo na kufikishwa
mahakamani.
Aidha,
alisema kesi za watumishi hao ziko katika mahakama na katika vyombo vya nidhamu
vya Halmashauri na Tume ya Utumishi wa Umma kulingana na makosa yao.
Alisema
kutokana na hali hiyo, kati ya mwaka 2011/12 hadi Septemba, mwaka huu jumla ya
wakurugenzi 52, wakuu wa idara 65 na watumishi wengine 746 wamechukuliwa hatua
za kinidhamu na kisheria kwa ubadhirifu wa fedha katika halmashauri mbalimbali
nchini.
“Waliofukuzwa
kazi ni 232, waliosimamishwa 186, waliovuliwa madaraka 33, waliopunguziwa
mshahara 1, walioshushwa cheo 32, walipewa onyo 113, waliofikishwa mahakamani
233 na waliofikishwa polisi na Takukuru 36.
“Serikali
itaendelea kuhimiza nidhamu katika matumizi ya kifedha na vilevile itaendelea
kuchukua hatua dhidi ya watumishi wote watakaokuwa wabadhirifu,” alisema.
Aidha,
alisema pamoja na hatua za kisheria zinazochukuliwa kwa watumishi hao mmoja
mmoja, serikali imeendelea kuchukua hatua nyingine mbalimbali kukabiliana na
tatizo la ubadhirifu wa mali za umma katika halmashauri.
Pinda
alizitaja hatua za kukabiliana na ubadhirifu huo kuwa ni kuongeza uwezo kwa
kuajiri wahasibu wa kutosha katika halmashauri, kuanzisha kamati za mapato na
matumizi katika ngazi zote za halmashauri na kutoa mafunzo ya mara kwa mara kwa
kamati za mapato na matumizi za halmashauri zote.
Alitaja
mbinu nyingine zinazotumika ni kufanya ukaguzi maalum kubaini ufisadi na
ubadhirifu wowote uliojitokeza.
“Kwa
mfano katika mwaka wa fedha 2011/12 kumefanyika ukaguzi maalum kwenye Mamlaka
za Serikali za Mitaa 14 ambazo ni Kilindi, Kiteto, Muheza, Ruangwa, Musoma,
Kilwa, Temeke, Singida, Arusha, Mvomero, Morogoro, Dodoma, Mbarali na Bunda,”
alisema.
Pinda
aliahirisha Bunge hilo hadi Mei 6 mwakani katika mkutano wa 15 wa bajeti.
